Scope

Systems Research Group, Inc. (SRG) can provide the following information technology services:

  • Information technology management support services including technical systems analysis, design, development, installation, evaluation, life cycle management and other information technology support services as may be required.
  • Modeling and simulation support services, including requirements analysis and definition; software verification and validation; data certification and support for accreditation; software design, development, and documentation; configuration management; and test and integration.
  • Computer-based training (CBT) design, development, support, and implementation, including front-end analysis; electronic training environment surveys; integration and installation; intranet/internet data management; electronic technical manual production; and distance learning support.
  • Other information technology services, not elsewhere classified.

Ordering Procedures for Information Technology Services

1. Services ordered under this schedule should be processed using the traditional GSA Supplies Schedule ordering procedure. Orders should be placed directly with Systems Research Group, Inc (SRG). GSA is not involved in either the ordering, monitoring or the payment process of any order placed under this schedule.

2. Services ordered under this schedule should be accompanied by a specific Statement of Work. Typical items provided to SRG should include:

a. Scope of Work

b. Location of Work

c. Period of Performance

d. Deliverable Products

e. Travel or Materials Required

f. Applicable Standards

g. Special Requirements (e.g., security clearances, Government-furnished property, etc.)

3. Orders may be Firm Fixed Price (FFP) or Time and Materials (T&M). Cost-type orders may not be written. ODCs for travel or materials may be written as a separate line item.

4. The GSA has determined that SRG rates for IT Professional Services contained in this pricelist are fair and reasonable. Ordering officers are responsible for making a determination that the level of effort and mix of labor required to perform each individual order is fair and reasonable.

5. Any delivery order format may be used. Sample formats for forms SF 1449, Optional Form 347, and DD Form 1155 are enclosed for your use and convenience in ordering these services from SRG, Inc.

6. Government purchase cards are acceptable for payment for oral or written delivery orders. SRG will also accept wire transfer payments. SRG will include bank account information for wire transfers on the invoice to the ordering agency.

7. The minimum order for services is $1,000 and the maximum order amount is $500,000 for each individual order. However, multiple or repetitive orders may be issued until the Schedule ceiling value of $25,500,000 is reached.

8. The use of a Blanket Purchase Agreement (BPA) as a simplified method of filling anticipated repetitive needs for IT services may be established with SRG in accordance with FAR 13.202(c)(3) if not inconsistent with the terms of this schedule.

9. The ordering office should consider 3 qualified contractors for SIN 132-51 IT Professional Services from the on-line GSA Advantage! system at www.gsa.gov. The order should be placed with the contractor that represents the best overall value and results in the lowest overall cost alternative (considering price, special qualifications, track record, contractor’s proximity, warranty, etc.) to meet the agency’s needs.

10. Contractor team arrangements in accordance with FAR 9.6 may be used to provide more flexibility and innovative solutions when responding to Federal agency requirements under this schedule.

11. SRG guarantees satisfactory completion of IT services performed under this schedule, and guarantees that all personnel utilized in the performance of any order will have the education, experience, and expertise stated in the order.

12. Travel performed by SRG in the performance of IT services will comply with Federal Travel Regulations or Joint Travel Regulations, as applicable.

13. SRG is classified as a small business, not 8(a), woman-owned or disadvantaged.


EXEMPT POSITION DESCRIPTIONS

SENIOR PROGRAM MANAGER

PURPOSE OF THE JOB: Manages relatively complex, multi-million dollar, government or commercial programs at or above targeted level of profitability; develops future opportunities and acquires new business. Increases customer satisfaction through continuous improvement of quality products and services provided to improve company’s position in market segment. May have supervisory responsibilities including hiring, firing, and performance management.

MAJOR RESPONSIBILITIES:

  • Oversees and is accountable for overall performance of defined scope(s) of work as indicated by customer satisfaction, quality of products and/or services provided, level of profitability attained and other such measures as may be designated;

  • Serves as primary customer contact and manages overall company customer interface relationships for defined scope(s) of work to assure responsiveness to customer needs and effective professional conduct.

  • Coaches and develops team members; hires, fires, disciplines and documents performance.

  • Directs and manages internal and external to meet contractual requirements; reviews work in progress to ensure that specifications, performance schedules and costs are maintained.

  • Represents the company as the primary customer contact on company contracts or programs.

  • Represents the company as a prime technical customer contact on engineering contracts or programs. Consults and advises senior management and/or the customer regarding feasibility of new projects, systems or approaches to meet long term goals.

  • Develops and delivers complex technical presentations to senior management and customers. Attends and represents the Company in high level meetings with the customer, vendors and/or subcontractors.

  • Performs complex analysis on projects or major phases of significant projects to enhance the technical and economic development of the product and/or service. Coordinates resolution of technical problems leading to advanced engineering studies designed to increase efficiency or reduce costs.

  • Supports development and delivery of complex technical presentations to senior management and customers. Typically, leads major program and/or design reviews and major proposal activities.

  • Provides functional and technical guidance to engineering staff and management. May act as a technical project lead on advanced specialized projects.

  • Orchestrates projects involving the evaluation of basic architecture and current network limitations; defines and selects new and innovative concepts and approaches; designs and implements non-routine major network installations; resolves difficult network interface and protocol routing considerations; and analyzes network architecture requirements and structures.

  • Plans, organizes, and conducts technical projects for the analysis, design and implementation of advanced information systems and networks. Develops detailed hardware/software design analysis and engineering solutions, usually under the direction of the Principal Hardware/Software Engineer or the Senior Information Systems Engineer/Analyst.

  • Functions as Lead Programmer, developing source code, object code, and related programming efforts.

  • Interacts frequently as the organizational representative with the customer in the collection and translation of customer requirements to defined specifications. Makes frequent contact with customers, teaming partners, subcontractors and suppliers to obtain/exchange information, provide technical direction and to assist in the resolution of technical issues.

  • Performs a variety of analyses of hardware and software technical engineering data. Interprets the data, verifies product documentation, designs, layouts or drawings for adequacy and reliability.

  • Develops Software Design Documents, Engineering Design Plans, Software/Hardware Configuration Management Plans, and related hardware and software engineering documents and recommends solutions or improvements for technical engineering problems of moderate scope.

  • Researches and prepares draft and/or finished engineering presentations, reports, process studies or technical information used for such things as program reviews, design reviews and proposal activities.

  • Initiates, develops and maintains active interfaces and coordination/exchange of technical information among multi-disciplined engineering groups, subcontractors and/or the customer. May assist in delivering presentations to management and/or the customer.

  • Assists in the development of Software Design Documents, Engineering Design Plans, Software/Hardware Configuration Management Plans, and related hardware and software engineering documents and assists in developing recommended solutions or improvements for technical engineering problems of moderate scope.

  • Writes code and performs related programming functions on software projects.

  • Assists in the preparation of draft or finished technical presentations, reports, process studies or technical information used for both internal and external dissemination.

SENIOR TECHNICIAN / SPECIALIST

PURPOSE OF THE JOB: Working independently or in a lead capacity, performs a variety of highly complex technical functions in support of hardware and software engineering activities such as design, test, checkout, modification, fabrication and assembly of software models, network designs, information systems, electronic and electro-mechanical systems, experimental design circuitry, prototype models, and/or specialized test equipment. Conducts evaluation and procurement of components, subsystems, test equipment and software. Establishes procedures for the maintenance of laboratory equipment and facilities.

MAJOR RESPONSIBILITIES:

  • Participates in design, fabrication, integration and testing of electronic circuits and mechanical packaging including the development of electrical and mechanical prototypes.

  • Participates in software design, development, programming, test, debugging, and integration.

  • Performs detailed design tasks requiring the application of CAD equipment; designs projects such as simulation, printed circuit boards, and electronic and electrical assemblies requiring development of schematics.

  • Performs on-site installation, troubleshooting, debugging, servicing and repair of company products and equipment. Provides technical support to customers on operational hardware or software aspects of system equipment and performs troubleshooting on highly complex equipment and technical problems.

  • Trains technical assistants including junior level programmers, computer operators, electronics technicians, CAD specialists, support staff, cooperative students and temporary employees to perform general technical support tasks.

  • Develops test procedures, test plans, test reports and procedures to maintain lab facilities and calibrate test equipment. Maintains hardware and software configuration management systems and records. May conduct engineering tests and detailed experimental testing.

TECHNICIAN / TECHNICAL ASSISTANT

PURPOSE OF THE JOB: Performs a variety of complex technical functions in support of software and hardware engineering activities such as programming, debugging, design, test, checkout, modification, fabrication and assembly of networks, operating systems, electronic and electro-mechanical systems, experimental design circuitry, prototype models, and/or specialized test equipment. Establishes procedures for the maintenance of laboratory equipment and facilities.

MAJOR RESPONSIBILITIES:

  • Assists engineering staff members in design, fabrication, integration and testing of electronic circuits and mechanical packaging including the development of electrical and mechanical prototypes.

  • Assists in software design, development, programming, test, debugging, and integration.

  • Performs detailed design tasks requiring the application of CAD equipment; designs projects such as simulation, printed circuit boards, and electronic and electrical assemblies requiring development of schematics.

  • Performs on-site installation, debugging, troubleshooting and testing of company products and equipment. Provides technical support to customers on operational hardware or software maintenance aspects of system equipment.

  • Develops test procedures, test plans, test reports and procedures to maintain lab facilities and calibrate test equipment. May conduct engineering tests and detailed experimental testing.

  • Establishes procedures for the maintenance of laboratory facilities and equipment including cable diagrams, equipment schematics and configurations to support various system arrangements. Maintains hardware and software configuration management systems. May train laboratory personnel to operate, troubleshoot and maintain equipment.
